Perform.AI To Develop The Federated Locker Interoperability Platform With IMDA Singapore

Singapore, 21 May 2018Perform.AI, a Singapore-based software-as-a-service startup in the e-commerce logistics space, has been appointed by the Infocomm Media Development Authority (IMDA) in Singapore to develop and operate the Interoperability Platform as part of the Federated Lockers and Collection Points Programme. First announced by Deputy Prime Minister Tharman Shanmugaratnam in April 2016 the project was officially launched today at the IMDA SG: Digital Industry Day 2018.The Platform will allow users including marketplaces, merchants, brand owners, retailers and logistics service providers to get open access to the Federated Lockers across a range of different locker operators.

Aiming to ease last-mile fulfillment challenges and allow consumers to collect parcels at their convenience, the program will be rolled out by October 2018. The Interoperability Platform allows different parcel locker systems to work together seamlessly, reducing the cost of building and supporting a heterogeneous infrastructure. It also reduces friction in the communication between different locker operators and network users. This will help IMDA to deploy new lockers or collection points into the federated locker network rapidly and quickly onboard new users to utilise them. With this project, Singapore aims to develop a unique blueprint for last mile fulfillment that can later be offered internationally.

Mr Andy Yun, Secretary-General, Singapore Manufacturing Federated believes this initiative will help companies deliver improved logistics services to B2C markets. “The playing field is now leveled for companies that had previously faced difficulties or challenges in last mile delivery. SMEs can now have open access to enter the parcel locker network business and leverage on this interoperable platform.”

“These lockers will allow commuters to pick up their parcels when they arrive at or depart from the MRT station, especially when no one is at home to receive the parcels and if there are no lockers available nearby”, reaffirmed Mr Lam Wee Shann, Chief Innovation & Technology Officer, Land Transport Authority.

Interested parties to join the Federated Locker project i.e. Singapore based marketplaces, merchants, brand owners, retailers and logistics service providers are encouraged to reach out to IMDA or Perform.AI directly.

About The Federated Lockers and Collection Points Programme

This programme will create a seamless, secure and consistent user experience across the parcel delivery network. Users in the network including merchants, marketplaces, logistics service providers (LSPs) and end consumers will be able to perform functions such as determine locker availability and make necessary reservations of locker via a consistent interaction with the federated lockers network. LSPs will also be able to receive digital confirmation of delivery/collection regardless of the locker operator used. The Federated Lockers and Collection Points programme, to be piloted in Bukit Panjang and Punggol, is targeted to begin in the 4th quarter of 2018 for a period of one year, with an option to extend the pilot for another year.
